# Federal Rules of Criminal Procedure 3–9 and 18

## Propositions supported

The current rules govern complaints, arrest warrants and summonses, initial appearance and interdistrict identity findings, preliminary hearings, grand juries, indictments, informations, waiver of indictment, joinder, process after charging, and the ordinary federal venue rule.

## Material limitations

The rules do not decide case-specific probable cause, indictment sufficiency, superseding-indictment timeliness, grand-jury disclosure, or offense-specific venue. The official PDF is dated December 1, 2025; the Judiciary's current-rules page reports no later effective Criminal Rule amendment.
