# Edwards v. Vannoy

## Holding or rule used

New procedural rules generally do not apply retroactively on federal collateral review, and no watershed-procedure exception remains.

## Material limitation

Use only for the bounded proposition in the linked classification module. State-habeas holdings are not silently converted into complete § 2255 rules; judgment, filing history, ripeness, circuit procedure, timing, and requested relief remain separate where identified.
